Confidence tiers

Confirmed means the project, company, or grid asset is matched through a direct identifier or equivalent high-confidence evidence.

Probable means the match is strong but not direct. Cairnel may use name, location, capacity, timing, and related context, and the finding is reviewed before subscriber use.

Possible means the evidence suggests a relationship, but it is not strong enough to treat as confirmed. Possible matches can appear as context, not as a definitive change alert without review.

A gap means Cairnel checked a monitored channel and did not find evidence. It is not an adverse finding.
